EU WOOD SOURCING
Connect the purchased panel to its wood sources
EUDR preparation starts with the product, the buyer’s role and the wood supply chain. For a plywood or MDF order, connect each item and production lot to the relevant species, harvest locations and supporting records. The responsible EU operator uses that information for due diligence and the required submission.
1. Check the product and application date
Annex I of the current EUDR text includes wood-based fibreboard under ex 4411 and plywood, veneered panels and similar laminated wood under ex 4412. Read the full entry, exclusions and material description with the selected product’s CN classification. A coating or a general “composite board” description does not by itself determine the result. | Operator category | Application date | Buying action |
|---|---|---|
| Large and medium operators | 30 December 2026 | Build the applicable source-file and submission requirements into orders crossing that date. |
| Micro and small operators | 30 June 2027 | Check the legal size criteria and whether the EUTR exception below applies. |
| Micro and small operators already covered by EUTR | 30 December 2026 | Do not assume that small company size gives an extra six months for these products. |
The Commission’s current timetable explains these dates. Confirm the applicable category and any transitional provisions for the actual transaction. The relevant date is not simply the date you send the purchase order.
2. Identify who performs due diligence
An EU business importing relevant panels from outside the EU generally acts as the operator placing those products on the EU market. The current rules distinguish that role from downstream operators and traders. Name the responsible legal entity and customs contact in the order file.
- Importing operator: carries out the applicable due diligence and arranges the required submission before the relevant customs declaration. An authorised representative can submit on its behalf; the operator retains responsibility.
- Downstream operator or trader: follows the applicable supplier/customer information and reference-retention duties. The amended rules do not require every downstream buyer to submit another due diligence statement.
- Supplier: provides the agreed product and supply-chain records for the actual goods. The supplier’s certificate or invoice is one part of the buyer’s file.
Use the Commission’s roles and responsibilities guide to identify your role, including the limited conditions for simplified declarations. Company size alone does not make an importer a micro or small primary operator.
3. Prepare a file that follows the wood into the panel
The purchasing record should connect the finished item with its wood inputs. A factory address identifies a processing location; harvest geolocation identifies the source plots. Keep those locations distinct.

| Record | Plywood or MDF detail | Link to retain |
|---|---|---|
| Purchased item | SKU, construction, quantity, unit, CN description and production lot. | Order → lot → shipped pack quantities. |
| Wood inputs | Common and scientific species names, country of production and relevant harvest period. | Face, back and core inputs for plywood; fibre sources for MDF. |
| Source plots | Required geolocation for all contributing plots, connected to the wood records. | Source record → plot data → material allocation. |
| Supporting evidence | Relevant legal-production and deforestation-free evidence and the supplier chain. | Evidence reference, issuer, covered material and period. |
| Import handover | Actual lot/quantity and the applicable DDS reference or declaration identifier. | Operator’s submission → customs declaration → shipment records. |
For ordinary plot geolocation, the legal definition uses at least six decimal places; plots larger than four hectares require polygons for wood. The legal deforestation cut-off is 31 December 2020, with a forest-degradation condition for wood. See the Regulation’s definitions and information requirements.
Use the Commission’s due-diligence guidance for information gathering, risk assessment and mitigation. The file must support the required conclusion before market placement; collecting a list of documents alone does not establish compliance.
4. Agree the records before choosing the supply lot
- Start the enquiry: give the destination, planned import timing, item construction, quantity and the importing operator’s document requirements.
- Review the proposed source: list the records available for that source, their covered material and any missing information. Resolve the required source information before allocating the order to a compliance-dependent supply lot.
- Confirm production: connect the selected inputs and lot to the order item. Record source or material changes for the operator’s review before substitution.
- Prepare dispatch: reconcile the actual pack quantities with the covered lots and operator’s submission. Agree who supplies the reference to the customs declarant.
- Retain the handover: keep the shipment, quantity allocation and source-file version together for receiving and future orders.
Example: a repeated plywood item with a new core source
The face, thickness and accepted appearance stay the same, but the core veneer comes from a different source. Retain the unchanged product requirements, identify the new wood source and review its plot and supporting records. Then update the lot allocation and applicable submission coverage. The old appearance sample cannot establish traceability for the new wood.
CUZI’s public company certificates and panel test reports provide their stated company or product information. They do not demonstrate a complete EUDR file for an unspecified future lot. Send your EU item and traceability requirements to establish what records are available for the proposed supply before ordering.
For the production item list, use the mixed-order schedule. For changes after an accepted order, use the repeat-order change review.
EUDR questions for panel buyers
Does FSC certification replace EUDR due diligence?
No. Certification can contribute supporting information, but the operator still has its EUDR responsibilities. Check the evidence against the actual source and legal requirements. The Commission explains this in its July 2026 guidance on certification schemes.
Are emission reports or CE documents enough for EUDR?
No. Emission reports address the tested material and method; construction-product documents address their stated performance and use. EUDR concerns wood sourcing and due diligence. Keep these separate files connected to the same purchased item. See the US and EU panel document guide for the other requirements.
Does one factory location cover all wood in MDF or plywood?
No. The factory location does not identify the source plots of the wood. Connect all relevant wood inputs to the required harvest information, including different sources used within the same panel or lot.
Can the same due diligence statement cover several shipments?
Yes, where the statement and completed due diligence cover those products, sources and quantities. Track the amount used against the covered quantity and review changes. The Commission’s batch and shipment guidance explains this arrangement.
Can a repeat order reuse the previous source file unchanged?
Only for information that still applies. Confirm the actual wood sources, harvest records, lot and quantity coverage for the new order. Update changed records and have the responsible operator review the applicable submission before import.
